By plan quotas: how many apps, databases, domains, members and gigabytes of storage you may hold. That is more predictable than per-hour CPU billing — no invoice at the end of the month that nobody was expecting.

A Russian card, or an invoice for a legal entity. Closing documents are issued to the company, with no foreign card or intermediary involved.

The platform does not delete what is already running. You simply cannot create a new resource past the quota — change the plan in the console and the new limits apply immediately, with nothing to migrate.

Yes, as long as current usage fits the new plan's quotas. Remove the extra apps or databases first, then switch the plan.

App traffic is included in the plan. The only separately metered thing is object storage — space used and egress from buckets — so serving heavy video is worth costing out in advance.
